I really don't have any experience working with Lucite so I can't be of much help there. Intuitively it seems like you would progressively sand with lighter and lighter grades of sandpaper and then switch to polishing compound and a buffer until all the surface scratches were buffed out. But having not tried this firsthand, I don't know whether this technique would actually work or not. If the paint reacted with the lucite in a way that clouded the plastic, this defect may never come out.
As you look for hardware you might find it useful to see the original hardware on the guitar. The Dan Armstong website has pictures of Lucite copy guitars as well as originals.
