Post some pics of your Ural, maybe I'll be able to tell you more about it. If you open it up, you may be able to date it by markings on pickups and potentiometers. Before you re-wire the pickups, make sure you really audition them through a good tube amp. You may be pleasantly surprised.
The "potato sack" is standard issue for Ukrainian mail. This is done to prevent tampering. Once the package is sawn shut, there is actually a real brown wax seal affixed to it. Very 19th century, like something straight out of Gogol or Dostoevsky. It is up to the seller to wrap the guitar safely, but he has no control over the sack it goes into. Many guitars are unfortunately damaged in shipping because of inflexible postal regulations that do not provide for the kind of packaging a guitar really needs. Don't blame the seller in this case, unless the guitar within the sack wasn't wrapped with care.
